LAVA Program 2012 RFI - 3 Accelerators Selected

January 23, 2013 UPDATE:  At its board meeting on January 23, 2013, the HSDC Board of Directors approved extending the funding deadline for the three selected accelerators until February 28, 2013.

November 8 UPDATE:  At its board meeting on November 7, 2012, the HSDC Board of Directors decided to allocate funding to the following applicants to the LAVA Program:

Blue Startups:  $200,000 in LAVA funds to support operations and $500,000 for an affiliated investment fund.
Kinetiq Labs:  $200,000 in LAVA funds to support operations and $500,000 for an affiliated investment fund.
Nalukai Foundation: $120,000 in LAVA funds to support operations and $80,000 for an affiliated investment fund.

These allocations are contingent upon final due diligence, documentation, the commitment of matching funds, and the availability of funding.  HSDC has set a deadline of January 31, 2013 to fund these allocations, but we are hopeful that the process will conclude much earlier.

We congratulate these 3 finalists and look forward to seeing these programs in operation.  HSDC would like to thank all the applicants and participants in the LAVA RFI process.  Your continued support and involvement in Hawaii's entrepreneurial community will be key determinant of the success of the LAVA Program.  More information on each of these accelerator programs will be provided at a future date.

September 27 UPDATE: Please see the attached file, "LAVA Program Potential Candidates" to view the list of five accelerators that have been selected for further interviews and due diligence.  There are insufficient funds to provide funding to all five candidates and further evaluation is required to determine which programs are suitable for funding at this time.

At its board meeting on September 5, 2012, HSDC Board of Directors decided to extend the deadline for LAVA RFI Proposal submissions to September 15, 2012 at 5:00 PM HST.

This extension is granted to only to Lead Applicants and their partners who previously submitted proposals on or before August 31, 2012.  No new proposals will be accepted.  The purpose of this extension is to allow technical corrections to be made to previously submitted proposals to bring them into compliance with the requirements of the LAVA RFI released on July 2, 2012.

As of August 31, 2012, HSDC received seven proposals in response to the LAVA RFI. Many of the proposals were not in compliance with the LAVA RFI guidelines.   Given the limited number of submissions, the HSDC Board of Directors determined that it would be in the best interest of the State and the LAVA Program to allow noncompliant proposals the opportunity to correct their technical infractions in order to provide a sufficiently broad group of applicants for HSDC to review for possible funding.

The granting of this extension does not imply in any manner HSDC's willingness to fund any specific proposal.  As stated in the LAVA RFI: HSDC reserves the right to fund any Proposal in full or in part, to request additional information to assist in the review process, to reject any or all proposals responding to this RFI, and to re-issue the RFI and accept new proposals if HSDC determines that doing so is in the best interests of the State of Hawaii (State). Issuing this RFI does not bind the State to make an award of HSDC Funds. Any award of HSDC Funds in respect to this RFI will be subject to availability of funds as provided in Hawaii Revised Statutes (HRS) Section 211F. HSDC administers this RFI and reserves the right to adjust the dates for this RFI for whatever reason it deems appropriate.

Revised Proposals should be emailed to karl.fooks@dbedt.hawaii.gov by 5:00PM HST on September 15, 2012 with the subject line: "LAVA RFI Proposal".  All Proposals need to meet the requirements of the LAVA RFI released on July 2, 2012 to be accepted for evaluation and review.

If a revised Proposal is not received by 5:00 PM on September 15, 2012, HSDC will use the previously submitted Proposal in its administrative review of proposals as described in Appendix A of the LAVA RFI.
